Cybercrime Jumped 23% Over Past Year

Cybercrime offenses reported by individuals and businesses have risen 23% over the past year, according to the Office for National Statistics (ONS).

The UK government body explained that 26,215 incidents were referred to the National Fraud Intelligence Bureau (NFIB) by Action Fraud in the year ending March 2020.

The year-on-year increase was driven by a large uptick in the two highest-volume “computer misuse” types reported to Action Fraud. “Hacking – social media and email” saw a 55% increase from 12,894 offenses, and “computer viruses/malware” incidents soared by 61% to reach 6745 cases.

The double-digit increase in reported cybercrime came in spite of improvements to “internal case review processes” and an online reporting tool at Action Fraud in October 2018 which meant some offenses previously categorized as computer misuse are now being properly identified as fraud, ONS said.

On that note, when fraud is added to computer misuse, there was an increase of just 12% in cases reported to the NFIB over the period.

The ONS claimed that its Crime Survey for England and Wales (CSEW) is a more accurate indicator of true levels of cybercrime in the region as it includes incidents that go unreported to the police. However, it only captures incidents reported by individuals.

“In the year ending March 2020, CSEW-estimated computer misuse offences did not change from the previous year, remaining at around 900,000 offences,” it noted. Fraud reported to the survey also remained pretty static, at 3.7 million cases.

George Glass, head of threat intel at Redscan, argued that the data behind the ONS report is still beset by quality issues.

“I still think this latest Crime in England and Wales report paints an inaccurate picture of computer misuse and online fraud cases in the UK. Action Fraud has been branded not fit for purpose for its failures to review reports from scam victims,” he added.

“This is the reason that the reporting system has now been overtaken by the NCSC. You only need to look at the huge numbers of reports of COVID-19 related scams to know that the situation is far worse than represented by these latest statistics.”

UK Bans Deployment of Huawei Technology Over Security Fears

UK Prime Minister Boris Johnson has ordered Huawei equipment to be removed completely from Britain’s 5G network by 2027.

After the Chinese company had been previously approved to run the UK’s 5G network on a limited basis, the UK’s National Security Council has decided to ban the purchase of 5G components from the end of this year, and ordered the removal of all existing Huawei technology from the 5G network by 2027.

According to Reuters, the National Cyber Security Center (NCSC) told ministers it could no longer guarantee the stable supply of Huawei gear after the United States imposed new sanctions on chip technology.

“This has not been an easy decision, but it is the right one for the UK telecoms networks, for our national security and our economy, both now and indeed in the long run,” Digital, Culture, Media and Sport (DCMS) secretary Oliver Dowden told parliament. “By the time of the next election, we will have implemented, in law, an irreversible path for the complete removal of Huawei equipment from our 5G networks.”

Dowden said the decision was made after the US imposed sanctions in May, which forced Huawei to use its own microchips and the NCSC advised ministers that they could no longer guarantee that the risk would be reduced.

The NCSC said Huawei have zero access alternatives which the UK has sufficient confidence in, and new restrictions make it “impossible to continue to guarantee the security of Huawei equipment in the future,” according to ITV News.

US President Donald Trump has repeatedly voiced caution over the use of Huawei technology, calling it an “agent of the Chinese Communist state,” and requested the UK follow his lead.

Huawei’s technology is used in multiple mobile networks, including BT’s EE mobile network, and by Vodafone and Three for 4G and 5G capabilities. The government also wants operators to “transition away” from purchasing new Huawei equipment for use in the full-fiber network, with Dowden saying he expected this to happen within two years, according to the BBC.

Shortly before the announcement, Sky News revealed that Lord Browne, Huawei’s UK chairman and the ex-chief executive of BP, would be leaving the Chinese company before his term had expired. It said he had given his notice a few days ago and would formally step down in September.

In a statement, Huawei called the decision “disappointing” and “bad news for anyone in the UK with a mobile phone.”

The statement claimed the decision will move Britain into the digital slow lane, push up bills and deepen the digital divide. “Instead of ‘levelling up’ the government is levelling down and we urge them to reconsider,” it said.

“We remain confident that the new US restrictions would not have affected the resilience or security of the products we supply to the UK.”

Huawei said its future in the UK has become politicized and it will conduct a detailed review of what today’s announcement means for its business in the UK, “and will work with the UK government to explain how we can continue to contribute to a better connected Britain.”

Michael Downs, director of telecom security at Positive Technologies, said: “The ongoing tug of war within the UK on Huawei’s involvement in its 5G networks has come to an end. Although the government isn’t stripping Huawei’s equipment straight away, the phased approach will have a marked effect on the telecoms industry, potentially costing billions because a lot of the major UK operators such as BT and Vodafone are already using its equipment not just for 5G but previous generation networks as well.

“Long term, the decision to exclude Huawei cannot be solved with a solution as idealistically simple as just swapping it for an alternative vendor immediately. There is also the additional cost of delaying deployments, as companies have already gone through the process of testing 5G equipment from Huawei.

“This whole process – including testing – will have to be started all over again. This will mean a more expensive network for the UK and a delay that could result in its national infrastructure being inferior compared to other countries.”

Andrew Glover, chair of the ISPA, added: “The Government’s 5G announcement today provides some welcome clarity to our members who are rolling out networks and providing broadband to consumers and businesses across the UK. We look forward to further consultation with Government to determine the policy for fixed networks with a clear focus on ensuring that our members can roll out new gigabit-capable networks at pace.

“As the Secretary of State emphasized today, supply chain interventions have a direct impact on the speed at which networks can be rolled out, so any new restrictions need to be counter-balanced with an appropriate level of support for the sector.

“The Government has rightly made upgrading our digital communications infrastructure a priority, we now need to see a clear, ambitious plan from policymakers to help the companies that are leading this charge.”

In a statement, BT said full compliance with these revised proposals would require additional activity, both in removing and replacing Huawei equipment from BT’s existing mobile network, and in excluding Huawei from the 5G network that BT continues to build. BT said that these costs can be absorbed within BT’s initial estimated implementation cost of £500m.

BT chief executive, Philip Jansen, said: “The security of our networks is an absolute priority for BT. Clearly this decision has logistical and cost implications for communications providers in the UK market – however, we believe the timescales outlined will allow us to make these changes without impacting on the coverage or resilience of our existing networks. It will also allow us to continue to deliver our 5G and full fibre networks without a significant impact on the timescales we’ve previously announced.

“Whilst we have provided our initial view on the estimated impact today, we will continue to evaluate the details of this decision thoroughly.”

Cloud Configuration Error Exposes 260,000+ Actors

More than 260,000 actors have had their personal data exposed thanks to yet another misconfigured cloud server.

Researchers at SafetyDetectives led by Anurag Sen discovered the unprotected Elasticsearch server, which contained 1GB of data, amounting to 9.5 million records.

It apparently belonged to New Orleans-based casting agency MyCastingFile.com, which has recruited actors for Terminator movies, TV show True Detective and other productions.

The “talent profiles” found in the trove included full names, residential and email addresses, phone numbers, dates of birth, height and weight, photographs and vehicle information.

In total, over 260,000 members had their data exposed in this way, including potentially actors under the age of 18, according to SafetyDetectives.

It warned that the leaked email addresses and personal data could be used to send convincing phishing emails impersonating MyCastingFile, in order to trick users into clicking through on malware downloads.

“Photographs provided by users can be harnessed to conduct scams involving facial recognition such as identity fraud, as well as being used to create multiple illegitimate profiles, to carry out what’s known as ‘catfishing’ — the act of luring someone into a relationship by means of a fictional online persona,” it added.

It’s believed the database was exposed since May 31 2020, but the researchers said the issue was fixed following their disclosure.

Pravin Kothari, founder and CEO of cloud security vendor CipherCloud, argued that avoiding misconfigurations in the cloud is increasingly challenging.

“These issues most frequently revolve around a lack of visibility into faulty controls, not a lack of effort,” he added.

“Perhaps the biggest hurdle, even greater than monitoring for risky configurations, as in this case, relates to better management of cloud data itself. We find that organizations are moving so fast to embrace cloud apps and infrastructure that they cannot maintain visibility into all the issues of data protection and access required to prevent subsequent breaches.”

Twitter Confirms 130 Accounts Hacked

Twitter has revealed the true extent of this week’s large-scale cyber-attack that saw the accounts of multiple celebrities compromised.

The social media giant said a total of 130 accounts were targeted as part of a major cybersecurity incident that took place two days ago.

Following the attack, what appeared to be a Bitcoin scam was tweeted from the hijacked accounts of some of the world’s most famous public figures, including former US president Barack Obama, Kanye West, Bill Gates, and former US vice president Joe Biden.

The fraudulent tweet posted from the highjacked accounts made it appear as though the victim was planning to give back to their community by making a financial donation. The post invited the victim’s followers to give $1,000 in the next 30 minutes, tempting them with the lure that their donation would be doubled by the account’s owner.

At first the attackers tweeted about the supposed charity drive from Bitcoin-related accounts, but it quickly spread to the accounts of public figures, including Elon Musk and Kim Kardashian West, and to the corporate accounts of Uber and Apple.

Spotted by many as an obvious scam, the Bitcoin charitable donation tweet fooled hundreds of Twitter users and earned the cyber-attackers over $100k.

In an effort to contain the attack, Twitter temporarily blocked all verified users from tweeting.

According to Twitter, the successfully compromised accounts represented a “small subset” of the total number of accounts the attackers had in their crosshairs.

The company has launched an investigation into the incident but has so far been unable to determine whether any private data was stolen. Such information could include the content of direct messages.

Providing an update to the situation via its official support account, Twitter stated: “We’re working with impacted account owners and will continue to do so over the next several days. We are continuing to assess whether non-public data related to these accounts was compromised.”

An investigation into the cyber-attack has been launched by the Federal Bureau of Investigation. It is believed that whoever was responsible was able to bypass account security protections by somehow gaining access to Twitter’s own internal administration tools.

Three-Quarters of UK Businesses Facing Compliance Problems Following Lockdown

Three-quarters (75%) of UK data protection officers (DPOs) anticipate the Covid-19 lockdown will cause difficulties in meeting data compliance obligations, potentially leading to large fines, according to a study by Guardum.

In the survey, 72% of DPOs expect a backlog of data subject access requests (DSARs) upon returning to the office, while 3% are concerned there will be a “mountain” of DSARs to complete when they go back.

Additionally, 30% of DPOs believe there will be a massive increase in DSARs over the next six months. Furloughed or laid off employees during the pandemic will be a major driver of this growth according to 73% of respondents, while one in five said it will be the biggest single factor.

Under GDPR rules, if requested, organizations must provide data subjects with a copy of their personal data within 30 days or face the prospect of a maximum fine of up to €20 million or 4% of turnover from the Information Commissioners Office (ICO).

The findings suggest that HR personnel will face substantial data compliance challenges once the UK government’s furlough scheme ends in October. Under the scheme, the government pays a portion of the wages of employees who would otherwise lose their jobs during the crisis. It is expected that as the scheme is wound down, however, many of these workers will be made redundant.

Rob Westmacott, co-founder of Guardum, commented: “HR personnel will soon find themselves at the sharp end in dealing with large DSAR volumes raised by disgruntled former employees. If DSAR volumes reach the record levels DPOs expect then firms will struggle to meet their 30-day turn-around obligations using conventional manual processes.

“DSAR requests can be time consuming and costly: maintaining the privacy of any third parties means that the process of redaction will become impossible to manage effectively without some form of automation.”

The report also found that 46% of all DSARs received by mid to large-sized organisations are from employees or contractors, while one-third (33%) comes through legal representation, with ex-employees making up 15% of this portion.

Billions of Banking and Social Media Credentials Available Online

Around 15 billion credentials are in circulation in cyber-criminal marketplaces.

According to new research from Digital Shadows, a 300% increase in stolen credentials from over 100,000 data breaches in the past two years means there are more than 15 billion credentials in circulation. These include credentials for bank accounts, social media and video streaming services.

Of these, more than five billion were assessed to be ‘unique’ – i.e. they have not been advertised more than once on criminal forums.

Rick Holland, CISO and VP of strategy at Digital Shadows, said: “The sheer number of credentials available is staggering and in just over the past 1.5 years, we’ve identified and alerted our customers to some 27 million credentials – which could directly affect them.

“Some of these exposed accounts can have (or have access to) incredibly sensitive information. Details exposed from one breach could be reused to compromise accounts used elsewhere.”

Many account details are offered free of charge, but of those on sale, the average account trades for $15.43. Bank and financial accounts are the most expensive, averaging at $70.91, however they trade for upwards of $500, depending on the ‘quality’ of the account.

There was also evidence that methods to bypass 2FA were commonly discussed on cyber-criminal forums. In one example, in December 2019, a user on the Russian-language cyber-criminal forum Exploit created a thread to sell a method designed to bypass 2FA systems at a United States-based online bank. They stated that their system would allow seven to nine out of 10 accounts to be accessed without requiring SMS verification, and that they considered their offer to be worth $5000.

In an email to Infosecurity, security researcher and speaker Troy Hunt said he was not “overly surprised by the numbers” as he had noticed a lot more credential stuffing lists in circulation recently and just like the pandemic itself, they seem to be replicating at a fierce rate.

“It’s one of those things that’s very easy to propagate and I often see the same data represented in different derivatives, for example, expressed by the domain of the email account or the geographic location of the account holder.”

Asked if he felt more accounts were being created due to people working from home and getting more deliveries, Hunt said: “Personally, I think it’s too early to see an impact on credential stuffing lists due to the pandemic. Yes, there’s a lot more people working remotely, but these lists are curations of previous data breaches bundled up and passed around as sources for brute-forcing login pages.

“These lists are also dependent on having passwords accessible in either plain text or with weak cryptographic protection (i.e. MD5 or SHA-1 hashes) which fortunately is becoming increasingly uncommon.”

Digital Shadows also observed the growth of ‘account takeover as-a-service’ where, rather than buying a credential, criminals can rent an identity for a given period, often for less than $10.

For this price, the service collects fingerprint data (such as cookies, IP addresses, time zones) from an individual (the target), which makes it considerably easier to perform account takeovers and transactions that go unnoticed. Such is the popularity of these services that users on forums are desperate to acquire invite codes to this market.

Holland added: “The message is simple – consumers should use different passwords for every account and organizations should stay ahead of the criminals by tracking where the details of their employees and customers could be compromised.”

HSBC SMS Phishing Scam Targets UK Victims

People in the UK are being targeted by a new phishing scam designed to trick victims into handing over details of their HSBC bank account.

The scam, discovered by litigation specialists Griffin Law, begins with a bogus text message that claims to be from the banking and finance giant informing the receiver that a new payment has been made through the HSBC app on their phone.

The user is then told that, if they are not responsible for the payment, they should visit the site “Security.hsbc.confirm-systems.com” to validate their bank account, before being directed to a fake landing page which asks for their username and password, followed by a series of verification steps.

The fraudulent site, which uses official HSBC branding, then asks for specific account details and personal data of the individual.

Griffin Law claimed that almost 50 people have come forward to say they have received the text message so far, with some able to identify the scam due to the fact they do not have a HSBC app installed on their phone. Thankfully, thus far, there have been no current reports of the scam being successful, according to Griffin Law.

Chris Ross, SVP, Barracuda Networks, said: “This is the latest in a long line of increasingly sophisticated phishing scams, designed to trick the victim into handing over their personal financial details.

“Increasingly, we are seeing examples of cyber-criminals using the branding of major banks to create realistic-looking fake websites, in order to extract personal financial information.”

When it comes to tackling the problem, all companies and users must remain vigilant of such scams, he added.

“SMS messages are often used by criminals to catch workers off-guard, using their personal mobile number. Ensuring security awareness within the workforce is critical, and it’s important that all employees are trained about how these schemes operate as well as how SMS messages can be exploited as part of a wider phishing scheme designed to steal company funds and data.”

Fraudsters Conducting Malvertising Campaign Via Inactive Domains

A number of inactive websites have been compromised and are redirecting visitors to unwanted URLs, many of which are malicious. This is according to a new study by Kaspersky, which uncovered over 1000 inactive domains that send users to second-hand pages as a way for fraudsters to make money or even infect their device.

Inactive domains are sometimes purchased by a service before being put up for sale on an auction site. Visitors to the inactive website should then be redirected to the auction stub; however, fraudsters are often substituting these stubs for malicious links.

Kaspersky researchers discovered that there were about 1000 websites for sale on one of the world’s biggest auction platforms, and these redirected visitors to over 2500 unwanted URLs. Many of these download the Shlayer Trojan, which installs adware on infected devices and is distributed by webpages with malicious content.

Of these websites, 89% were redirects to ad-related pages while 11% were to malicious sites, which either contained a malicious code or prompted users to install malware or download infected MS Office or PDF documents.

It is believed fraudsters are being paid to drive traffic to both the legitimate advertising pages and malicious sites, which is the motivation for the scheme.

Dmitry Kondratyev, junior malware analyst at Kaspersky, commented: “The domains that have these redirects were — at one point — legitimate resources, perhaps those the users frequently visited in the past. There is no way of knowing whether or not they are now transferring visitors to pages that download malware. Adding to the challenge is that whether or not you land on a malicious site varies: if one day, you access the site from Russia, nothing will happen. However, if you then try to access it with a VPN, you might be sent to a page that downloads Shlayer.

“In general, malvertising schemes like these are complex, making them difficult to fully uncover, so your best defense is to have a comprehensive security solution on your device.”
